Job description

We are currently looking for experienced professionals for the below position with our prestigious client for an Oil & Gas / Operations project in Saudi Arabia.

Position: Planning & Budget Officer
Location: Saudi Arabia
Nationality Requirement: European candidates only (as per client visa quota requirements)

Job Purpose:

The Planning & Budget Officer will support the department’s fiscal strategy by managing budget preparation, long-term planning, KPI development, budget tracking, financial reporting, and coordination with various divisions to ensure alignment with business objectives.

Key Responsibilities:

Budget Compilation & KPI Development

  • Prepare and compile departmental budgets, operating plans, manpower budgets, and related documents.

  • Develop and track departmental KPIs aligned with financial and operational goals.

Budget Guidance & Administration

  • Support sections with budget preparation, AFE procedures, and budget control administration.

  • Maintain and verify budget expenditure records.

  • Monitor actual spending against approved budgets and provide timely updates.

Long-Term Planning

  • Prepare long-range budgetary and operational requirements aligned with the department’s five-year business plan.

Financial Reporting & Analysis

  • Track budget spending and KPI performance.

  • Prepare monthly, quarterly, and annual budget KPI performance reports.

  • Develop accrual reports, NDE & capital expenditure reports.

Invoice & Audit Management

  • Process contractor invoices.

  • Support audit activities and evaluate procedures for cost efficiency.

Coordination

  • Coordinate with internal departments and divisions for planning, reporting, and controlling information.

Job requirements

Qualification & Experience:

  • Bachelor’s Degree in Business, Finance, or Economics.

  • Minimum 4 years of relevant experience.

  • Experience in budgeting, financial planning, cost control, reporting, and KPI tracking preferred.

  • Oil & Gas / Energy industry experience will be an advantage.

  • Good English communication skills required.
