Job Description:  

The work required is data migration so exp with tools such as EntireX or similar toolset is required.
Person must be able to read the Natural code and understand business logic as with these old mainframes field names are rarely explicit and carry dual meanings etc.

Years of experience not material and as anyone who knows this skill will have 10-15 years of experience minimum.

They should still be working on this skill and not have this skill in the past projects.
